Formal requirements stipulated in the 2006 “Spatial development trends and conditions study for the capital city of Warsaw” obliged the city authorities to pass a resolution on creating a cultural park located in the 19th century Warsaw Fortress complex. The paper’s author prepared an outline design, the aim of which was to define the potential solutions for systemic preservation of the dispersed components of the fortress. As a result, two optional proposals were developed, delineating the planned culture park’s borders: 1) a culture park as a form of legal protection, where the cultural potential of the Warsaw Fortress is defined (the most precious, best preserved); regardless of the current, ever changing ownership arrangements; 2) a culture park as a form of area development, where the state-owned and city-owned sights are defined, and direct interference with the structure’s development as a component of the culture park is made possible.
